Since 2009, the global trend toward more tax transparency and cooperation in view of reducing “undue” tax benefits has pushed most of international financial centers such as Luxembourg to play an active role for adopting new international standards.  Year 2013 has just elapsed and has been notably marked by several [actions] from the international community which encouraged Luxembourg to accelerate the effective implementation of a closer cooperation system and anticipate forthcoming changes by 2015, while maintaining development and promotion as an undisputed place for international and financial investments.  In this context, several layers of cooperative instruments have already been (or will be soon) introduced with different scopes that can be difficult to distinguish.
